He’s a smaller version of the long running officer chonky character. Who was originated as a way for me to pay some fines for a massive speeding ticket I got in a rental car in the desert. He’s a nice manageable size as these can sometimes be kinda hefty. Comes ready to wear on an adjustable cord and has some added swag tossed in on top.
